Reading instruction is to be explicit and systematic and based on scientific research. The materials used for instruction should all be curriculum-based (CBM). The reading educational framework and programs should include research that has been accepted by a peer-reviewed journal or approved by a panel of independent experts through a comparably rigorous, objective, and scientific review.
