Responsibilities and Roles in
Response to Intervention:
Roles of the
Director of RtI:
- Provide the process and
framework for all schools implementing RtI in Jefferson County.
- Coordinate, collaborate, and
act as liaison with the literacy coaches, elementary principals, school
psychologist, special education consultants, curriculum directors, and
the director of Special Education in the development and implementation
of the RtI plan for the Jefferson County Schools.
- Work with the SDOE for
implementation of the plan in the Jefferson County Schools.
- Organize / provide training
for all RtI stakeholders.
- Work with each literacy coach
to collect, organize, and evaluate RtI data per school.
Roles of the
School Psychologist:
- Collaborate with the Director
of RtI for the Jefferson County Schools.
- Provide cognitive screenings
for students making limited progress as requested by the Intervention
Team.
- Collaborate with the Special
Education Consultants regarding assessment protocol prior to parental
consent for comprehensive evaluations.
Roles of the
Special Education Consultants:
- Serve as liaison between team
and school psychologist when a Special Education referral is made by the
School Intervention Team (determining needed assessment protocol).
- Participate in S.I.T. student
meetings as requested and help with determining appropriate
interventions, data analysis, assessment needs or referral to Special
Education.
- Provide parental rights and
obtain “Consent for Assessment” for evaluations requested for Special
Education.
- Obtain parent permission for
screenings and administer additional assessments as needed (e.g. KBIT,
KTEA).
- Periodically review folders
of Tiers Two and Three students and collaborate with the literacy coach
to monitor student progress.
Roles of the
Literacy Coaches:

Disseminate student RtI files
from the previous year to classroom teachers for students currently
involved in the RtI process and maintain files of students continuing in
RtI.

Oversee the implementation of
all benchmark assessments and the universal screening for RTI.
Determine the cut score on the screener to be used by each grade level
or classroom to identify the Tier 1 students.

Collaborate with the classroom
teacher to identify the Tier 1 students.

Support the classroom teachers
with the Tier 1 intervention process by providing resources and
strategies for differentiated instruction. Some examples of ways in
which intervention strategies may be addressed are PLCs, grade level
meetings, individual teacher conferencing, etc.

Provide all forms to classroom
teachers as needed for documentation of Tier One.

Collaborate with classroom
teachers toward the final weeks of Tier 1 to predict which, if any,
students may need to be identified for Tier 2.

Design and deliver small group
specifically targeted interventions for Tiers 2 and 3 students to
address deficit reading skills. Tier 2 interventions shall take place in
the classroom whenever possible as to provide more support for teachers
and more intensive instruction for identified students. Trained
paraprofessionals, special education personnel, and other trained
personnel may assist with the interventions under the consultation of
the literacy coach.

Maintain appropriate
documentation for Tiers 2 and 3 as well as required charting of slope
and growth.

Maintain a file of all Tiers 2
and 3 data and monitor the documentation for Tier 1 by classroom
teachers.

Maintain a calendar and
monitor appropriate intervals of time and documentation regarding all
Tier 1, 2, and 3 students.

Collaborate with the school
counselor for scheduling School Intervention Team meetings for students
entering Tiers 2 or 3.

Administer additional reading
screenings as deemed appropriate.
Roles of the
School Principals:
- Schedule a beginning of the
year faculty meeting for an RtI program presentation by the Director of
RtI.
- Request the assistance of and
collaborate with the literacy coach regarding the RtI program when
necessary.
- Assign paraprofessionals to
support implementation of the RtI process to the greatest extent
possible.
- Chair all school intervention
team meetings or appoint a designee to do so when necessary.
Roles of the
Classroom Teachers:
- Carry out Tier 1
interventions with RtI students for 30 minutes three times a week.
- Attend School Intervention
Team meetings when own students are involved.
- Maintain student RtI Tier 1
documentation.
- Notify parents of progress
every 4 – 5 weeks.
Roles of the
School Counselors:
- Collaborate with the literacy
coach for scheduling of School Intervention Team meetings.
- Take notes of the School
Intervention Team meetings for student files and forward the notes to
the literacy coach for the student’s file.
- Obtain parent permission for
any necessary screenings including vision and hearing.
- Administer the KBIT, KTEA, or
other appropriate assessments as determined necessary by the special
education consultant.
- Maintain student files for
all appropriate areas other than literacy such as health,
behavior, math, etc.
