Stepping Stones to Literacy is an effective, research-based program for early learners who have been identified as at risk for reading failure.

  • Builds basic phonemic awareness through listening, letter naming, phonoligical awareness, and serial processing
  • Proven, research-based principles help below-benchmark readers
  • Provides small group or individual student instruction


Availability:  Some of the elementary schools in Jefferson County have this program.  Teachers, please check with your instructional coach.

Reading First Explicit Phonics Lessons
  • 30 minute lesson plans for Explicit Phonics Intervention
  • A structured instructional routine is in place that includes phonological awareness, lettter-sound correspondence, blending routines, word work, text application and more!
  • Interventionists can provide instruction on specific phonics skill deficits with these lessons.

Availability:  These lessons are online and available for free.


Fountas and Pinnell Phonics
  • A collection of 100 mini lessons
  • These lessons address the 9 categories of Learning: Early Literacy Concepts, Phonological Awareness, Letter Knowledge, Letter/Sound Relationships, Spelling Patterns, High Frequency Words, Word Meaning, Word Structure, and Word-Solving Actions


Availability:  All K-3 teachers in Jefferson County Schools have the Fountas and Pinnell Phonics and Word Study materials.  Additionally, the materials are available online.  Click on the link above.  Then, click on "Online Resources" at the top of the page.  Teachers have to register the first time.  After that, teachers can login.  See your instructional coach for the code for your first login.

Small Group Instruction by Beverly Tyner

Classroom tested and research based, the Small-Group Differentiated Teaching Model provides effective reading instruction to meet the needs of each classroom's broad range of learners. Easy-to-use lesson plans and activities support the five stages of reading growth.

  • Revised lesson plans that include hands-on student involvement
  • Assessments to monitor students' progress
  • A scope and sequence for word study for each stage of reader

Word Boxes and Word Sort

Wilson Fundations

Fundations® makes learning to read fun while laying the groundwork for lifelong literacy. Wilson achieves this by providing comprehensive program materials that allow K-3 teachers to confidently present a carefully structured phonics and spelling curriculum using engaging, multisensory techniques.


Availability:  There is a Fundations program at each elementary school.  See the resource teacher at your school.

Sound Partners

Sound Partners is an explicit, balanced, phonics-based tutoring program that provides individual instruction in early reading skills. Using lessons specifically designed for tutors, paraprofessionals, and assistants, this research-based solution:

  • Improves phonemic awareness, decoding, word identification, and spelling skills
  • Provides kindergarten instruction in phonological skills (syllable segmenting) and initial sound identification, and scaffolded practice in phoneme segmenting
  • Includes application of word-reading skills through storybook reading practice


Availability:  Sound Partners is available at some elementary schools in Jefferson County.  Please see your instructional coach to determine if your school has the program.
